Zohran Mamdani Unveils Plan to Build 50,000 Affordable Homes on Public Land Across New York City

New York City Mayor Zohran Mamdani has unveiled an ambitious housing initiative aimed at delivering more than 50,000 affordable homes by redeveloping government-owned land across the city.

The proposal forms part of the administration’s broader strategy to address New York City’s persistent housing shortage while making homeownership and rental opportunities more accessible for residents.

As part of the initiative, the city has launched the Land Inventory Fast Track (LIFT) platform, an online resource that identifies publicly owned properties with the potential for residential development. The inventory includes numerous vacant sites across the city, although officials acknowledge that not every parcel is suitable for construction due to factors such as location, size, shape, or environmental conditions.

According to the city’s housing plan, officials are currently evaluating more than 100 publicly owned properties that could be transformed into mixed-use developments, creating over 50,000 new housing units in the coming years.

Under the proposal, the Mamdani administration intends to issue requests for proposals (RFPs) every year over the next four years for at least five new development sites annually. The goal is to encourage developers to partner with the city in delivering affordable housing projects on public land while ensuring the developments meet the needs of local communities.

The administration also plans to maximize the use of existing government-owned properties rather than relying solely on vacant land. Buildings that require significant upgrades or redevelopment, including aging public facilities, may be redesigned to accommodate new residential units alongside improved public services.

One example highlighted by city officials is a public library branch in Brooklyn that is expected to be redeveloped into a mixed-use facility featuring modernized library services together with new affordable housing. The approach is intended to preserve essential community infrastructure while increasing the city’s housing supply.

City officials believe the strategy will help address one of New York’s most pressing challenges by making better use of underutilized public assets and accelerating the construction of affordable homes for working families, low-income residents, and other New Yorkers facing rising housing costs.

The housing initiative reflects the administration’s commitment to expanding affordable housing without relying exclusively on private land acquisition. By leveraging publicly owned sites, the city aims to reduce development costs, encourage sustainable urban growth, and create more inclusive neighborhoods.
