Dangote Launches $16 Billion Refinery in Kenya

Nigerian industrialist Aliko Dangote has officially broken ground on a planned $16 billion oil refinery in Lamu, Kenya, marking the formal start of construction of one of East Africa’s largest planned energy projects.

The groundbreaking ceremony is being held on Wednesday, September 30, with Kenyan President William Ruto and Dangote leading the event. Several African leaders and senior government officials are also attending the ceremony.

The Dangote East Africa Petroleum Refinery and Petrochemicals project is planned to have a processing capacity of 700,000 barrels of crude oil per day. The facility is expected to supply petroleum products to Kenya and other markets across East and Central Africa, reducing the region’s reliance on imported refined fuel.

The project is being developed at Lamu Port as part of the wider Lamu Port-South Sudan-Ethiopia Transport, or LAPSSET, corridor. The planned industrial complex is expected to include facilities beyond refining, including petrochemical, fertiliser and chemical production, as well as a 1,000-megawatt power plant.

Dangote said the project represents a new chapter in Africa’s industrial development, arguing that the continent needs to process more of its raw materials locally rather than exporting them and importing finished products.

Kenyan authorities have also presented the refinery as a major investment for the country’s economy and a potential driver of employment, industrial development and regional energy security. Reuters reported that the project is expected to be completed around 2030.

The groundbreaking comes despite a legal dispute over land involving local residents. A Kenyan court has ordered the preservation of the status quo on part of the disputed site while the case proceeds, but the ruling did not prevent the groundbreaking ceremony from taking place. Dangote said the court decision could affect some site activities but would not stop the official launch.

The project is expected to become a major source of refined petroleum products for the wider East African market if completed as planned, while also positioning Lamu as an important regional industrial and energy hub.
