Local media have revealed that the building had been previously declared unsafe—nearly five years ago—raising serious concerns about the enforcement of safety regulations and maintenance in aging residential complexes. The cause of the structural failure has not yet been determined. Investigators are expected to assess whether negligence, environmental factors, or further deterioration of the building’s foundation played a role.

As emergency responders continue working through the debris, residents of the area have been temporarily displaced and are being provided with assistance. The collapse has reignited debates around building safety oversight and the urgent need to address Russia’s aging housing infrastructure.
